Zangief is high tier in SF4. His match ups with Ryu predict that he will win five matches out of ten. As you can see in this video, Banishing Flat (Green Glove) leads to some very nasty Spinning Pile Driver set ups, so if someone knows what they're doing with him, they have more than a chance against any "decent player" using Ryu.

LP and MP Shoryukens don't have the anti-air properties they used to. Also, the fist didn't connect, and if SF4 is like SF3, then only the fist is invincible during Shoryuken.
