Ahahaha... This is quite an amusing video, even if you ignore the fact that this was obviously edited into oblivion. Although, really, if some Canadian came up to me on the street and asked me to congratulate Canada on legalizing staplers or finishing a chunnel to China, I do believe I'd do it - because it's funny, and not because I actually believe him. While there are ignorant Americans (as is the case with all nationalities), it's even more ignorant to believe that all Americans are ignorant.

Huckabee was probably being cordial. When someone asks you to say something nice-"congrats on your national igloo" you usually go along with it, even if it sounds fishy.
